A distinguished academic with a Bachelor’s in Electrical Engineering (UTM), an MBA, and a Doctorate in Business Management & Economics (UKM). He is a member of the Institution of Engineers Malaysia (IEM), the Board of Engineers Malaysia (BEM), and a registered professional technologist with MBOT.
Dr. Zhang has always believed that: “Education is the key that unlocks the door to opportunity.”
His dedication to learning not only provided him with deep professional knowledge but also shaped a meticulous and practical way of thinking, enabling him to face challenges and achieve remarkable success.
A Distinguished Leader in the High-Tech Industry
Over the course of nearly two decades in the high-tech industry, Dr. Zhang has consistently demonstrated exceptional capabilities. In 1991, he joined a renowned company in the United States and received a valuable opportunity to undergo professional training in Silicon Valley. Following this, he held strategic leadership roles in Vietnam, Thailand, and the Suzhou Industrial Park in China, where he was fully responsible for technical and engineering management—consistently exceeding expectations and driving corporate success.
As he often says: “Success comes from relentless effort and the determination to achieve excellence.”
With this belief as his foundation, Dr. Zhang steadily climbed the corporate ladder, eventually becoming the youngest General Manager of Technology in the group, fully overseeing operations in the ASEAN region.
Venturing into Politics – Contributing to Society
In 2013, Dr. Zhang ventured into the political arena, beginning a new chapter in his career. In Malaysia’s general election, he was successfully elected as a State Assemblyman in Perak, undertaking legislative responsibilities and actively advancing government and community development for the people’s well-being.
In 2018, with his outstanding leadership abilities, he was appointed Political Secretary to the then Minister of Human Resources, YB M. Kula. In this key role, he worked closely with various federal ministries to improve the administrative efficiency of the Ministry of Human Resources and to drive the mobilisation and optimisation of human capital as a solid foundation for national development.
Advancing Technical and Vocational Education and Training (TVET) in Malaysia
After retiring from public service in 2020, Dr. Zhang remained committed to advancing the Technical and Vocational Education and Training (TVET) system in Malaysia. He founded the International Technical and Vocational Education and Training Academy (iTA International TVET Academy, Accreditation Number: JPK L02764).
Dr. Zhang has always believed that: “Education is the foundation of national progress.”
He actively promotes strong collaboration between industry and academic institutions to nurture talent in the field of technology. These efforts aim to address the challenges of the Fourth Industrial Revolution and to ensure that Malaysia remains at the forefront of global technological innovation and development.

At ITA Vocational College, both lecturers and students have embodied the educational philosophy of “Rooted in Education, Empowering the Future, Nurturing Outstanding Talent” through meaningful actions. Demonstrating the spirit of volunteerism, they contributed their time and expertise to install electrical systems in the technology room of a Chinese primary school, while also donating seven refurbished computers — opening the doors of technology to young children.
We believe that the power of technology can change destinies, and the warmth of education can touch hearts. ITA Vocational College remains committed to this educational principle — training more highly skilled talents for society and igniting the dreams of technology in the hearts of future generations.
Free Training Program for Primary School Teachers: Computer Programming
Recognising that education starts with great teachers, ITA invested nearly RM40,000 to upgrade computer and programming facilities — a clear reflection of our strong commitment to foundational education and technological advancement.
Within just three months, 23 teachers from 13 Chinese primary schools successfully completed our structured training programme. The efficient course design and impactful outcomes have injected new life into the foundation of education.
After completing their training, these educators brought programming knowledge into their classrooms, sparking interest in technology and coding among Year 5 and 6 students. This initiative not only exposes students to current technologies, but also lays a solid foundation for cultivating a new, tech-savvy generation.
Education is the key to transforming the future. Through this training programme, we hope to offer greater technological support for primary education and help students take their very first step into the world of technology.
